Primary Focus

As the second level of engineering specialist/supervisor this job provides leadership to a small to moderately sized technical area or senior level specialized technical expertise throughout the planning, design, procurement, construction and start-up stages of the project lifecycle within assigned engineering units.



Responsibilities

Provides strategic leadership by:

Ensuring organizational objectives are translated into the team’s activities and ensuring integration with the work of other internal and external stakeholders.

Working as part of a technical team that is responsible for developing recommendations that provide the basis for making critical business decisions.

Representing the team and with regulators and/or with the public and local/provincial authorities.

The Technical Specialist provides leadership the engineering consultant, and key stakeholders to complete on time and budget, the project scope as per Enbridge Standards and Specifications and Industry Standards during the Front End Engineering Design and Detailed Engineering. Provides Engineering support during the Construction and Start-up & Commissioning. The specific responsibilities will include;

Review and approval of document of understanding (DOU), Process Design Basis, Design Basis Memorandum, Process Flow Diagrams (PFD), Process and Instrument drawings (P&IDs), Line Designation Tables and Tie Point list, Hydraulic Calculations, PSV sizing, Steady state and Transient Analysis.

Provide technical support to other discipline deliverables such as Instruments and Equipment data sheets, Operating Philosophy, Shut Down Keys, Commissioning Guides, Communication and Controls Diagram, Tie-ins Packages, and other piping and mechanical discipline deliverables

Participate in cross discipline reviews of engineering deliverables.

Provide support in the review and approval of Vendor documents.

Provide input to the Environmental Group for Air Modeling and other ESA activities requiring process design information.

Provide support in the preparation of the request for proposals (RFPs) for engineering design.

Assist in the preparation and execution of PHAs (What If's and HAZOP) and SORT reviews, and track and close all action items.

Accountable to ensure that all process design issues are closed.

Ensure that any deviations from the Standards on process and mechanical items are properly evaluated and captured in technical standards deviation requests (TSDRs) when required, and approved within acceptable time frames.

Respond to Request for Information (RFIs) from internal stakeholders, the consultant and the Vendors on process and mechanical design issues.

Provide technical support during construction, commissioning and start up phases.

Assist in the process to prepare and execute Functional Test Plans in coordination with Commissioning and other stakeholders.

Identify risk and opportunities to optimize the scope, schedule and cost of the project.

Provide input to the Risk Register as required, and manage risk items related to process design.

Assist in technical processes and solutions with regards to assessing, monitoring, reporting and implementing design and construction engineering during project design, development and construction, e.g., ensuring efficient coordination of technical and administrative resources and coordination with other internal and/or external stakeholders, applying extensive business and/or project experience to identify and drive improvements to the conceptual design of assigned projects, developing innovative and creative capital project solutions, providing options that permit customer flexibility, choice and fit for purpose.

Ensuring that development project scope definitions comply with all regulatory, environmental, health and safety requirements through effective management and coordination of internal functional groups.

Overseeing the resourcing and optimization of qualified internal and external engineering personnel for the development of the project scope, schedule, capital cost estimate, execution planning, risks and supporting information related to assigned projects, etc.

Evaluating performance of all assigned internal resources, consultants, and contractors as required to ensure the quality, cost effectiveness, and timeliness of work associated with their assigned responsibilities.

Provides operational leadership by:

Coaching/mentoring/motivating staff, contractors and stakeholders in the fulfillment of responsibilities.

Providing support and assistance to peers in order to facilitate business initiatives and legal compliance, e.g., Engineering Projects, Law, Health, Safety and Environment, Operations, etc.

Overseeing continuous improvement of the enterprise’s engineering systems and processes within own spheres of influence.

Requirements:
Qualifications

Engineering degree in Chemical, Mechanical or Civil Engineering.

P.Eng designation.

Ten or more years of experience Project Engineering.

Proven ability to multi-task in a fast paced and dynamic environment.

Aptitude and communications skills related to leading and acting independently as a supervisory engineer.

Proven interpersonal, communication, negotiation and leadership skills.

Demonstrated ability to be innovative, initiate and manage change.

Salary will be commensurate with qualifications and experience.
