Description:
To implement policy and procedure to ensure commercial ethical and compliance in the placing and execution of subcontracts in the projects allocated. Reports to Project Director/Manager and functionally to the Manager of Subcontracts/ Director of Subcontracts as indicated on the organization chart. Responsible for project operations of the Subcontract Function.



Key Responsibilities/Accountabilities:



Management – plans, coordinates, directs and provides accountability for the subcontract functions of the allocated projects
Performance – ensures that procedures and policies are applied to all aspects of the subcontract function
Reporting – provides to project management and business unit subcontract metrics that adequately provide information to monitor project performance
Relationships – maintains and monitors relationships with key subcontractors on allocated projects
Procedures – applies policy and procedure to all project activities
Employee development – promotes the continuing education, training and advancement of the staff for which he is responsible
Ensure that policy and procedures are implemented
Advise Manager of Subcontracts of proposed amendments, updates or changes to policy and procedures resulting from implementation
Ensure that all subcontract activities are executed in accordance with policy and procedure or where appropriate seek approval for dispensation to the procedures
Ensure involvement of risk management in subcontract process, including adherence to Procurement Policy and Spending Authority
In conjunction with Global Procurement Legal Support review and approve special conditions of contract for projects where the use of standard terms is not appropriate or they cannot be amended to deal with the flow down requirements
Provide advice and support to major bids (over $40MM) as assigned
Review performance and training needs for direct reports – coordinate with Manager of Subcontracts on local HR and Training to establish response to training needs
Provide information on Subcontracts to project management, project controls to support the reporting function of the projects
Maintain subcontract status reports
Provide support to project manager and construction manager on commercial and legal issues of subcontracts during execution
Ensure all bonds, insurances, guarantees and the like are delivered and maintained as required on project
Provide detailed and comprehensive records for purposes of providing backup data for defending Company against any sub-contractor claims.

Requirements:
At least 10 years’ experience in Contracts Management, minimum 5 of them in EPC oil and gas companies.
Broad knowledge of contracts management and claims.
Experience with multi-party and complex contract/subcontract administration.
Experience working for international companies and experience working in the Middle East or Far East is a plus.
Extensive experience and knowledge of commercial management functions and work experience of a progressively responsible nature.
Extensive knowledge of Engineering, Procurement, Project Controls and Construction work processes.
Degree in Business, Quantity Surveying, Law, Engineering, Construction management or Cost Engineering desirable.
Excellent negotiation skills to deal effectively with executive subcontractor management regarding subcontract issues of varying degrees of complexity in order to work issues to resolution
Strong interpersonal skills and an ability to establish relationships with both corporate partners and providers, as well as all levels within the organization
Strong oral and written communication skills and an ability to manage multiple priorities in a fast-paced environment
Has developed specialized skills or is multi-skilled through job-related training and considerable on-the-job experience
Self-motivated, energetic, and team oriented
Likely to act as an information resource for colleagues with less experience
Identifies key issues and patterns from partial / conflicting data
Takes a broad perspective to problems and spots new, less obvious solutions
Proficiency in MS Office including Word, Excel, and PowerPoint
