Position Overview


The measurement specialist is primary responsible to ensure hydrocarbon products are measured and sampled within standards as set out by the company, government agencies, and accepted industry standards. The position will be responsible for providing measurement technical support to area stakeholders and steward Repsol’s EPAP (Enhanced Production Audit Program) business process for the Edson area.


Responsibilities



Main EPAP resource for Edson area and liaison with Calgary stakeholders.
Assist control owners in prioritizing activities, meeting goals and managing risk pertaining to D76 requirements.
High level management of remediation as appropriate, under control owner direction.
Perform controls as appropriate.
Design, build, test, implement, and monitor system-dependent control and business processes and procedures.
Provide regulatory, technical and measurement operational support to Edson operations.
Assist staff in managing risk and prioritizing activities regarding D17 requirements.
Troubleshoot measurement issues and inquiries, assist local and head office key stakeholders.
Provide Management of Change and commissioning support.
Design, build, test, implement, and monitor system-dependent measurement processes and procedures.
Ensure that abnormal over/shorts and/or line balances are investigated in the assigned area and take appropriate action necessary to solve these discrepancies.
Provide direction and recommendations to Operations, Production Accountants and Engineering regarding all metering, proving and sampling.
Advise Operations of new and appropriate measurement products.
Coordinate and provide measurement training for Field and Production Accounting personnel.
Manage measurement related projects as necessary.
Liaison to third party producers, vendors and service providers.
Ensure meters’ calibration and/or proving are completed as per established calibration/proving schedules and that the calibration/proving follow measurement procedures and standards.
Review and forward findings on metering trends.
Witness third party calibrations when required.

Requirements:
Qualifications

Our ideal candidate has the following qualifications:



Two (2+) years post-secondary education (technical) .
10+ years’ experience in plant, pipeline operations/maintenance.
2-5 years of liquid and gas measurement related experience.
Competent with computers and spreadsheets.
Have an understanding of application of statistics to measurement.
Excellent interpersonal skills.
Understanding of basic accounting practices.
Field technician experience with measurement related instrumentation.
Ability to see the “whole picture” and understand the implications that measurement has to all aspects of the Company.
Ability to not only recognize a measurement problem or weakness but also to recommend changes.
Have strong understandings of mathematical principles related to measurement, oil accounting practices, and measurement related instrumentation.
Strong written and verbal skills.
Have strong problem-solving capabilities.
Able to carry out all duties with minimum supervision.
Excellent team member.
Ability to professionally interact with individuals both inside and outside the company.
